It is with great reluctance that I humbly submit this concern for your perusal and consideration, my esteemed lords of Heaven. I regret having to trouble your offices with this matter but as a dutiful servant of the Celestial order and its glorious reflection in the Terrestrial sphere, it behoves me to make this presentation in the wake of the most undeserved disregard it has received in the courts hitherto submitted though I cannot fault them for the alacrity with which their consideration was dispensed, surely a testament to the smooth and efficient bureaucratic service that can still be experienced and expected of such august agencies in these troubled times.
As a matter of last recourse I would most respectfully impress on you to hear the case which aggrieves me so. Suffice to say I feel somewhat ill at ease at even mentioning it since the involvement of such personages empowered with a mandate of bloodline divine and with the authority of heaven, howsoever this may be reticently shielded from blinkered sight, are hallmarks of due authorisation to conduct such affairs and investigations. Yet, the manner of their discourse and conduct – though I wish not to cast aspersions on their character or any covert operations they may be duly charged with following – was of a cast so coarse and abrupt to any meetings I had previous privilege of being party to.
It was a fair day when I was conducting an audit for my court on the northern boundaries of the prefecture. I was due to return to Bright Obelisk and prepare the appropriate reports of my findings, when the cool ocean breeze carried words of greeting and appropriate address from a pair hurrying towards me, one clearly attired in the robes and accoutrements of a wandering monk of the Majestic Procession of Dragons Raised in Immaculate Reception, his visage clearly denoting him to be an adherent blessed by the beneficence of Danaa’d. His travelling companion was dressed and presented most plainly, without pomp and ceremony and addressed simply as Tomal, though I could clearly discern that his demeanour and countenance was indicative of a station more resplendent, such confirmation being readily provided by the graciousness of my appointed position. I can thank my great acuity of vision for having subsequent confirmation from the swathed and undoubtedly keen implement borne as armament and artefact upon his back, a burden laid by the grace of Our Noble Lady Mercury.
From the moment they hailed me, honesty makes me say this most candidly, his speech and general attitude towards me was rather brusque, to say the least. The proper observances as laid out in the Immaculate Texts were followed if somewhat rushed and, again, please forgive any impertinence if I consider them to have been performed somewhat peremptorily. I appreciate that circumstances may have forced him to act in such a disrespectful way but I feel I should draw your attention to such acts lest they cause the fundamental basis on which our most noble partnership of endeavours is predicated to be afflicted with a rot of indolence and impertinence through laxity however well intentioned. Similarly the questions with which he bombarded me did appear somewhat out of place for a priest though I could probably understand that questions relating to Mount Meru are relevant if he is intending to partake of the pilgrimage. However, that is of little relevance to my grievance – the fact that protocol was not followed appropriately and due respect not accorded should be investigated and reprimands considered where necessary. For to do otherwise, risks undermining the careful balance and good working relationship between all parties. Begging your pardon, naturally, for any impertinence of these opinions I voice.
I hope that you can find the time in your undoubtedly busy schedules to spare a thought to this matter and levy the appropriate response to restore propriety and afford redress in these circumstances.

The matter to be heard concerns a petition for an astrological ruling with reference to the town of Yuren-Tor on the disputed border between Harborhead and Varangia.
You are free to set your terms of procedure for the initial hearing and any subsequent ones as you see fit. The initial hearing is set for seven hours after the Golden Barque has departed the Quay of Dawn on 23rd of Descending Wood, 4996 and will take place in the Hall of Celestial Intercession unless you see fit to revise that schedule.

I feel that our relationship has not begun as auspiciously as I had hoped and apologise for any offence or insinuation upon your honour that you may feel was implied during our previous conversation.
If your offer still stands, I would very much value your cooperation and the support of a Vizier for a formal complaint that I might submit against the actions of the Incandescent Director of Woven Extrapolations. Her recent decisions have been questionable and led to a greater burden on the department than resources can adequately afford.
As an aside, I have recently been made aware of some discrepancies that might prove informative to the right person, though of course, I could only divulge such matters to an appropriate expert that I considered trustworthy.
