From your limited dealings with her, Racina does not really fit the stereotypes of your archetypal necromancer - she dresses in bright clothing and is stout and short rather than tall and gaunt. From reading Falazon's journal, you have discovered that she was encountered in the gate-town of Curst, whereupon she later followed the eladrin to Riftkeep Towers and proceeded to create a power struggle as she took over the wizardly teachings therein, eventually driving out most of the inhabitants... leaving her free to raise an army of undead. She was also responsible for the enslavement of Prince Selviro and keeping him in thrall in her experiment chambers.
Thanks to some quick thinking, she was imprisoned on the Gateway Throne beneath the same forcefields that had contained Falazon before she could take advantage of its powers and face the party directly.
An attempt to free Racina from her imprisonment by Evelyn d'Orien and her party was foiled before they could blow up the control system.
